Microsoft Consulting Services, Southern California District, provided the initial SQL Server database and Active Server Pages design and implementation for Heal the Bay's online Beach Report Card and Action Alerts. Microsoft continues to provide Heal the Bay with ongoing database administrative and customization services for these and other website sections.

The Tree Media Group was the primary design and development partner for the initial launch of the current version of Heal the Bay 's website in February 2003. Tree Media worked with Heal the Bay to plan both the content structure and website design. All initial web graphics and the coding for the global (top) menu system were created by Tree Media. In addition, Tree Media created the Stream Team Water Chemistry database and online graphing system which allows input and user generated graphic displays of water chemistry data.
