Malibu Lagoon empties into the Pacific Ocean at Malibu Surfrider Beach and is generally located south ofthe intersection of Pacific Coast Highway and Cross Creek Road in the City of Malibu. The project site is not located on any lists of hazardous sites enumerated under Section 65962.5 of the Government Code.<br><br>DESCRIPTION OF THE PROPOSED PROJECT: The Malibu Lagoon Restoration and Enhancement Plan (Plan)presents a comprehensive and adaptive management approach to restore and enhance the ecological structure and functionof Malibu Lagoon, improve lagoon and coastal water quality, and enhance visitors&#8217; experience through improvements toaccess and interpretive displays. The Plan includes a water management component, a habitat and access plan, and acomprehensive long-term monitoring plan to ensure restoration goals are being achieved. The Plan was selected out of arange of <a href=#alt title=View alternatives (this page)>alternatives</a> for its ability to achieve restoration goals while minimizing short-term impacts to the existingsystem.<br><br>The restoration goals for the lagoon consist of: increased tidal flushing; improved water circulation; improved coastalwater quality; increased holding capacity; reduced predator encroachment; restoration of typical salt marsh hydrology;increased wildlife habitat; creation of a nesting island for least terns and western snowy plovers; creation of channelconnections to the lagoon; and integration of public access with habitat protection.<br><br>Major physical components of the Plan consist of: a relocated parking lot and staging area; mplementation of BestManagement Practices to minimize impacts of storm water runoff; slope improvements to the western edge of the lagoon;improvements to the existing boat house channel; and the creation of a new channel along the southern edge of the westlagoon.<br><br>LIKELY ENVIRONMENTAL EFFECTS: The proposed project is anticipated to result in impacts to biologicalresources, cultural resources, hydrology and water quality, and construction noise. Of these, only construction noise isestimated to remain significant after implementation of mitigation measures prescribed in the Draft EIR.<br><br>PUBLIC REVIEW PERIOD: The Draft EIR is being circulated for public review and comment for a period of 45 days,beginning January 20, 2006. This restoration alternative is expected to most readily achieve the goals of the restoration while introducing the least amount of impact to the existing lagoon ecosystem. Right-click to download'>presentation</a> (<i class='main_textNewsDate'>17.25MB Powerpoint file: right-click to download</i>) detailing the current status of the project and the plan to move forward.<br><br>Afterwards,  LRWG members, with assistance from the consultants and Heal the Bay staff, split into 5 teams to drawtheir vision of the restored Malibu Lagoon on large maps of the project site. Common recommendations included moving the parking lot closer to PCH to increase the area available for habitat and the deepening and widening of channels to increase circulation in the western arms.<br><br>Heal the Bay is working closely with the Moffatt &amp; Nichol team to turn these rough ideas into restoration alternatives that will be reviewed by the Lagoon Technical Advisory Committee next month. Another LRWG meeting will be scheduled for later this summer to provide the LRWG another opportunity to provide direct feedback on the more detailed restoration alternatives."
